there is of course no monthly fee cause it is a GPS Tracking Device, which means: Recording data of travelled route which you can than check on GoogleEarth.
Unless you work at the CIA, you wont get any GPS real time tracking device as small to be fitting on a small object such as a single key.
you can only check where the person has been travelling or moving around at the certain time when the trackstick was carried around in the pocket. It records the route data which you can then check with Google earth
